RITA ALLGOOD WELSH, age 72 of LaVergne died Friday May 28, 2010. She was the retired Financial Director for the State of Tennessee, Department of Labor, a position she held for more than 21 years. She managed the financial system for the Administration, Workers Compensation, Labor Standards, Boiler and Elevator, TOSHA, Mine Safety and Health and the Job Training Partnership (Manpower Training) Divisions of the Department of Labor. She designed the financial procedures for the Job Training Programs and trained the contractual agencies staff across the State of Tennessee in using these procedures and maintaining the accounting system that adhered to federal regulations. Prior to the position with the Department of Labor, she was employed at various levels including the Chief of CETA Fiscal Services with the State of Tennessee, Department of Employment Security for 22 years. She was also employed as Assistant Accounting Director for the Metro Governments Nashville Career Advancements Center. Rita was active in the community and in the LaVergne First United Methodist Church. She taught the Mature Adult Sunday School class for approximately 25 years, sung in the choir for many years; she was Treasurer for the church for ten years, President of the United Methodist Women for six years and active in many other ministries of the Church. She attended High School at Waverly Central High School, Waverly TN, and college at the University of Tennessee, Nashville Branch in Nashville, TN. She is survived by her husband, Harold (Tom) Welsh of LaVergne; daughter, Lisa Allgood Ulmer and her husband Jeff Ulmer of Orlando, FL, son David W. Allgood of LaVergne, grandchildren, Tara Diane Teasley, Savannah Renee Allgood, Faith Ann Allgood, and David W. Allgood, Jr. (DJ), daughter-in-law, Penny Allgood and special child in her life Diana Tandy of Murfreesboro. Sisters, Winifred Myers of LaVergne, Alma Spann of Nashville, Sandra Spann of Pegram, Wilma Carney of Nashville and Dorothy Papadakis of Waverly, TN. Stepchildren, Susan Welsh of Ft. Myers, FL, Leanne Welsh and John Welsh of LaVergne, Steven Welsh of Watervliet, MI, William Welsh of Paris, IL.She is preceded in death by her parents Vester and Blanche Spann, brothers, Alvester Clint Spann, Neil Suggs Spann, James Larry Spann, Talmadge Wayne Spann, first husband, Johnny Wayne Allgood and mother-in-law Ethel Allgood. She leaves several special friends that were her employees or she worked with at the State of Tennessee, The Fellowship Class of LaVergne First United Methodist are honorary pallbearers. Funeral services will be 7:00PM Monday at Woodfin Chapel, Smyrna with Rev. Buddy Royston officiating.
